Data open sharing is an important proposition in digital government research. Existing research mainly examines the influencing factors of local government data open sharing performance from the dimensions of technology, organization, system, ecology, etc., but has not yet placed itself in the context of government-market interaction to examine the mechanism of multiple factors. Based on the intermediary adjustment effect of 290 prefecture-level city government data open sharing performance, it is found that the establishment of a big data administration, the introduction of digital government planning, digital economic planning, and the introduction of big data management measures, are in line with the operational logic of a promising government; the public Data consumption can be used as a proxy variable for efficient markets. The impact of digital economic planning on the performance of local government data sharing and openness depends on the mediating effect of public data consumption and regulates the significance of the impact of digital government planning. Planning inter-embedding and its response to social needs have become an important path for promising governments to “embrace” an effective market and promote the modernization of national governance. |
