Dr He was born in Hubei Province, China in 1971. He received the M.Sc. degree from Wuhan University, Wuhan, China in 1998 and the Ph.D. degree from Huazhong University of Science and Technology, Wuhan, China in 2003. He is currently a Full Professor at Huazhong University of Science and Technology. His research interest is pulsed power technology.
