Luo Xiwen, born in 1945 in Hunan Province, is an expert in agricultural mechanization engineering. He graduated from Department of Radio Engineering of Huazhong Institute of Technology (now Huazhong University of Science and Technology) in 1969, and was elected as the academician of Chinese Academy of Engineering in 2009.

Professor Luo Xiwen has long engaged in mechanization of rice production and research on the integration of agricultural machinery and electromechanical equipment, and has made a breakthrough in the key technology of agricultural mechanical navigation and automatic operation.
