Huang Xiaoqing graduated from the Department of Electronic Information and Communications of HUST. He is the former Dean of the School of Electronic Information and Communications of HUST and former President of Mobile Communications Research Institute.

He has long engaged in the research on optical access network, streaming media, mobile Internet and intelligent terminals. He developed the world's first service provider-grade streaming media exchange and IPTV system, contributing to improving the influence of Chinese communications industry in the world.
